TL;DR: Yes. In British Columbia, minutes for both council meetings and general meetings must record the outcome of votes (i.e., whether a motion passed or failed). This is required by the Strata Property Act and reinforced by the province’s Standard Bylaws and official guidance.
What to write in your minutes
- Write the motion/resolution as stated during the meeting. Note the number of votes, or voting threshold, if necessary (majority, 3/4, 80%, unanimous). Government of British Columbia
- Record the result clearly: Carried or Defeated. For AGMs/SGMs, if an eligible voter requested a precise count, include the numbers for and against as announced. BCLaws
- For council meetings, include the result of every vote in the council minutes. BCLaws
- Keep the entry neutral and action-oriented (what was decided, any budget source approved, and next steps if applicable).
- Use the exact wording for special-threshold resolutions in the notice and record the resolution and outcome in the minutes; this helps with clarity and enforcement. choa.bc.ca
Example minute entry
Motion: “Approve $2,500 from the CRF to repair building A gutters.” Result: Carried by majority vote
Why this is the rule (BC sources)
- BC Strata Property Act, s. 35(1)(a): Minutes of general and council meetings must include “the results of any votes.” BCLaws
- Standard Bylaws (Schedule to the SPA):
- s. 18(3): “The results of all votes at a council meeting must be recorded in the council meeting minutes.”
- s. 27(4): For AGMs/SGMs, the chair must announce the outcome of each vote, and if a precise count is requested, the numbers for and against must be recorded in the minutes. BCLaws
- s. 18(3): “The results of all votes at a council meeting must be recorded in the council meeting minutes.”
- Province of BC guidance: During AGMs/SGMs, someone must take minutes and record the results of all votes. Government of British Columbia
- CHOA bulletin (best practice): Motions—whether they pass or fail—belong in the minutes, and the results of the vote should be recorded. choa.bc.ca
